In a statement released on Friday, Youssouf congratulated the Rwandan government, describing the initiative as an important step towards strengthening Africa’s presence in major global sporting events.
He said hosting a competition as prestigious as Formula 1 could bring benefits beyond sport, helping countries attract visitors, encourage investment and develop local skills.
Youssouf also highlighted the role sport can play in creating jobs, supporting young people and bringing African countries closer together. He urged governments, businesses and other partners to work together to ensure the continent makes the most of opportunities in the global sports industry.
The AU Commission said Rwanda’s plans are in line with Agenda 2063, the African Union’s long-term vision for a united, peaceful and prosperous continent.
Youssouf said major sporting events could also strengthen cooperation between governments and private businesses, while giving Africans more opportunities to develop their talents, innovate and build businesses.
Rwanda targets Formula 1 debut in the early 2030s
Rwanda confirmed its intention to host Formula 1 after signing a 10-year agreement on October 13, 2026.
The agreement was announced at a ceremony in Kigali attended by President Paul Kagame, Formula 1 chief executive Stefano Domenicali and FIA President Mohammed Ben Sulayem.
The country hopes to host its first race in the early 2030s, with plans to build a purpose-built circuit in Bugesera District, about 40 kilometres from Kigali and near the site of the new Kigali International Airport, which is under construction.
The proposed circuit is expected to meet FIA Grade 1 standards, the highest level of certification required to host Formula 1 races.
For Rwanda, the project represents an opportunity to attract international attention and build on its ambitions to become a destination for major sporting events.
If realised, the race would also bring the global motorsport championship to a new setting in Africa, a continent that has long sought a greater presence on Formula 1’s calendar.
